One set of electricity customers in Burlington will see a break on their bill, even if they're locked into the town's negotiated rate.

Gas and electricity supply costs are set to rise during this winter' or on-peak season, as demand for the resources goes up. Most customers in Burlington, MA, are insulated from this market volatility, as the town negotiated an aggregate rate with Constellation NewEnergy effective October 2024-October 2026. The negotiated rate of $0.13229 per kilowatt-hour has, so far, been below the default rate, which is set to $0.14884 through January 31, 2026.

This rate only impacts the "supply" portion of the electric bill, while "distribution" and "transmission" rates are unaffected. For users enrolled in the state's heat pump program, though, these two rates are set to be slashed on November 1, 2025, in a decrease that will be in effect through April 30, 2026.

Residential customers who have received a MassSave rebate for installing a heat pump after January 1, 2019, will automatically be enrolled in this new program, which is expected to save the average customer around $124, or 23%, on their bills this November and December. Rates will be adjusted again for January 1, and so the expected savings after December aren't known yet.

Customers who installed their heat pumps before January 2019 or who didn't get a MassSave rebate will be able to apply for the program after November 1.
